I would be glad, if you have translated it completely to arabic, that you will send it back and post it here at this forum.
The locale files must be copied via FTP to the directory /usr/share/tuxbox/neutrino/locale/

To solve your problem at booting, do you have connected your receiver to network with a cable?
At default settings the neutrino Image is switched to have a network connection with DHCP.
Do you have the possibility to make a serial log from the boot sequence? If you have, please post the serial bootlog here.
What kind of receiver do you have? Has it a 7111 or 7162 proccesor?
